“Federal Policy: Early Learning Challenge Fund (Title IV of Student Aid and Fiscal Responsibility Act of 2009)”

The Early Learning Challenge Fund, which was included in the Student Aid and Fiscal Responsibility Act of 2009 (SAFRA, or HR 3221), was passed by the U.S. House of Representatives on Thursday, Sept. 17, 2009. It aims to achieve comprehensive, high-quality early education systems for children from birth to age 5 through competitive state grants totaling $8 billion over eight years.
