In September, Congress will reauthorize the Temporary Assistance for Needy Families (TANF) block grant, which provides the main source of assistance to the country's low-income children and families. This comes at a time when an increasing share of American families are needy. Economists project that the already high unemployment rate will exceed 10 percent in 2010 and remain high for a prolonged period.
