This New America Foundation document identifies issues for policymakers and the media as they review the President's budget.

In an effort to heighten the quality of debate on federal education policy, FEBP has reviewed the president's proposals and generated a list of key questions policymakers, the media, stakeholder groups, and the public should ask about the proposals, including questions about:

*New federal early education programs;

*Funding changes and consolidations for federal education programs; and

*Changes to federal higher education grant and loan programs.
